I don't want to hurt your feelings or be rude, but your trailer axles are welded to the frame of the trailer. That's not a good thing as far as I'm concerned. About 1/3 of the trailer manufacturers do that, mostly because they're too lazy to weld on the brackets that come with the axles, then BOLT the axles to the brackets. The brackets allow the welds to be placed more advantageously on the frame and also allow easy replacement of the axles. NOW, while your brother has the axles cut off, would be a good time to add those brackets instead of welding the axles back to the frame!

Adjust the hitch, yes I know its a gooseneck but you can get a taller bed ball or have the trailer modified with a longer pinbox.
You could also modify the box bed side walls so the fold down or come off when towing the horse trailer.

with 8"s between the bed and the neck I have about a 4" slope...
modify box bed is a great idea... just wish I had the time and money to do it at this point LOL I really want her to be a flat bed but not an optio nright now either

Not sure i would raise a horse trailer. i'm not a big fan of the ramps and if its a big step then the horses will start jumping in and not stepping in. i knew a lady that had a horse that jumped in, and one day the horse jumped to high and scalped itself. very high vet bill. i would just lower the truck a little. But its up to you hope everything works out OK
