Sure, just go to google and search for FMCSA. Then you will have to find out the local laws that are not federal. Or stop at any truck stop and pick up the FMCSA handbook that the company must have and the driver should have. As I had said, usually the CDL comes in on the trailer and truck GVW rating. He will have to keep a log, have a medical, if plated over 26,000 he will have to have a drug random test. The rest is up to the company but if they are not legal, the driver is charged. The company will have to file for Private Carrier authority to be legal, but if he is not going out of state, local laws would prevail.

I can give you no advice on your states laws, you need to find them on your own through your local DOT office, probably in the state capital.

Had our random drug test today and unfortuneatly, it will be interstate (fort smith, AR to Tulsa OK) I will check out that FMCSA handbook. The guy is a good guy, but he is young and still assumes the company wouldn't do anything illegal, even by accident.

Make sure the truck has a DOT number and all required equipment ( mounted fire extinguisher , triangles , etc. ) How young is the driver ? You have to be over 21 to drive a GVW over 10,000 lbs. interstate. If he went for a regular drug test it was not random . OOIDA and other services can put drivers in a random pool for about $100 per year per driver . Even if he makes infrequent trips he must carry a log showing on duty hours for the past 7 days . The manufacturers GVW of the truck is what they go by to determine if a CDL is required . If the truck goes into OK it may need an OK fuel permit and Fuel tax reports may be required .

He's 25, our company does facilities at random, we just happened to hit it this month.
The company also requires all company vehicles or personal vehicle for company use to have a 5 lb fire extinguisher, triangles, flares, accident report kit, and some other things depending on location (water for desert travel, space blanket for cold climent)(I have my kit in my office in a bag to throw in back). The truck is a 1 ton dodge dually with a flat bed, not a semi. Are fuel permits required?

If under 26,000 fuel permits are not required but seperate state registration may be . I'm not an expert on this but my dually is contracted to a carrier and we have an authority permit for every state we run in .
