Need info on best way to lower 03 dually

Assuming it is 4WD?? If so, there are small helper/shim leaves below the main leaf packs in the rear.....they can be removed and shorter u-bolts installed.....I just recently helped a buddy do this to his 05 2500 4WD.....it knocked about 2" out of the rear ride height and allowed the 5ver he was towing to sit level.

First have you hooked up the trailer and loaded it up to see what the actual ride height is
Mine is not the dually however the rear sits down 3" when loaded with my 5VR and I have the exact same rearend sanz the extra wheels
