A tow dolly is not considered a vehicle like a trailer, it's considered an appliance in Indiana. The vehicle on it needs to have current plates unless the towing vehicle has recovery plates.

No such thing as recovery plates in Alberta. Just regular, commercial, trailer and motorcycle/ATV. I see guys all the time hauling junk with no plates to the wrecker with tow bars.

Up here plates and insurance are separate, for vehicles you must purchase insurance from a private company and then when you show proof of insurance to the DMV they will issue you a plate. For a trailer you just take the bill of sale to the DMV and they will issue you a plate, no insurance needed in that case and trailer plates are just a one time purchase, no renewal needed and tow dollies are considered a trailer, its got a hitch and wheels. There is an expception though, if the car being towed has a valid plate you don't nessacarily need a plate teh on tow dolly but its a grey area and can subject to the interpretation of the officer. I got hassled one time at a check stop as my tow dolly didn't have plates but the Jeep on it did, one officer said the dolly needed it and said it didn't, fortunalty for me the senior officer was on my side and he let me go, I later got plates for the tow dolly anyway just in case I wanted to haul a junk car. Techically if it was empty it would need its own plate as well.

Its 100% legal. Strap the tires using what car haulers use. They are web that goes over the tire. Then run one safety chain.

Leave the sterring on the rear jeep unlocked so the front tires can follow where the trailer is going.

I live on the road. I see this fairly often.

It tracks nice and straight. Will even add some stability to the trailer.

Its not classified as 2 trailers, so this could be done with a ball or GN trailer.
