Gooseneck to bumper pull?

Gooseneck to bumper pull?
Can I do this? I know in some states you can do 5th wheel to bumper pull,but I want to do gooseneck to bumper pull. I want to go from Arizona to New Jersey. Any chance of this being legal?

In Oklahoma that is considered ball to ball which is illegal here and I believe most states. You might want to confirm the other states you are pulling thru. This came up a year or so and I called DOT in Ok and that is the info I was told. Now they also stated that fifth wheel to ball is legal. Why I don't know?? Goodluck,,Rick
