The turnbuckle will keep the wastegate completely closed.
If it is loose enough to allow it to open any, it will fall off and then won't work very well.
You can use the turnbuckle in conjunction with a tight spring to allow the wastegate to open a little, and keep the turbo from over boosting and destroying itself.
There used to be a pic of that setup floating around here as well, but once again I can't seem to find it.
Basically like the setup pictured,
but there is a spring between the one end of the turnbuckle and the wastegate arm.

Guys, just be carefull turnbuckling the wastegate on a stock turbo if you've got bigger injectors.
With big injectors, the boost can get over 35 psi, which is the limit for the stock HX/HY35 turbo.
Running the stock turbo at 42 psi boost has been known to grenade them.
Also, on the hard lined HY35 turbos on the automatics, you can effectively disable the wastegate by inserting a SPENT .22 cal. shell in the tubing line, blocking it.
Do NOT use a live round in the turbo!

if anybody cares i built my own turbo master for $3.75. set my boost at 30 psi on the button. its fully adjustable from stock 20 to all it will push

Well, I just read this post 3 times to make sure I was getting it right. VERY GOOD INFO.
