Might want to retake that class. The rack is what rotates the plungers. The fuel plate is stationary, and serves as the rack stop in the RQV.K gov. AFC limits the gov. arm travel until it contacts the plate and follows the profile of the plate and thus controls the rack movement. There is a cutaway of the p-pump online, search it in google, will help understand how it all works.

Tate, I kinda meant to say the way you just did, well sorta. So how does the ag governor work? Can you use a fuel plate or not? Or is the fuel plate position remain static? How will the AFC work when using the ag gov? My teacher really didn't get into these little details.

Its hard to see how all this works until you actual try it and to see what actually happens. The pump is a simple design, but thats what makes such a genius of a design.

Ag governors don't have a fuel plate, you control fueling with your body be it a food feed or a hand throttle... they are a different animal than a Q governor...

So when you use an ag gov, your throttle becomes an on/off switch? Would you even have any throttle control.
