turbo bushings?

I have heard guys talking something about a bushing in the turbo and some org. allow it and some don't. Can someone fill me in on this? How does it work? What's gained from it? If you can, put it in "buba" terms for me please, thanks.

A lot of organizations go by inducer diameter to determine if a turbo is legal in that class. So if you are running in a class that allows 66mm turbos, you could take a 71mm turbo, machine the inducer on the wheel, and put a bushing in the inlet to make the diameter down to 66mm, now a legal size. Some places won't let you run bushed turbos though.

Alot of groups have caught on to the bushings & they ride you hard over them. I usually pull in the street diesel class, last year at one of the pulls, a tech bumped me into the unlimited class. I asked why & he said that my turbo was too big. Out here, anything over stock is getting bumped up at a few of the pulls. My turbo is very small & I've got bumped already.
