Also, is it normal when you are going about 25 and lean into the throttle a little that the rpm's go to about 3000 and you don't speed up at all? Is that the TC or the tranny? Not sure.

drop the pan, adjust both bands, change filter/fluid, check all electrical connection carefully. in other words pull a full maintenance before spending big bucks. it could be something simple. cheap double check, especially if you do the labor.
it'd be good if you read up on how transmissions works. if it's the torque converter, all gears will slip. it's one of the bands slipping, certain gears will slip.
makes no sense to install a high performance tranny without first installing a high performance torque converter.
