i wouldn't call that a good deal no, I could see 1800ish being a reasonable deal.

Most folks that have BD twins paid around 3800 for them new so 2800 isn't a bad deal really. I'm sure the guy is taking a beating on them. I have heard where you can get them at the home on the road place as well for 2900. I'm sure he'll only go so much on them but it doesn't hurt to make an offer. BTW, I'm sure that doesn't include the exhaust manifold but it should have basically everything else you need. You'll probably need to call BD and pick up a couple items from the kit that won't be able to be reused. BD will work with you well on that. I've had good exerience dealing with them, it's just that I had to wait until they get into the office since they are on the West coast and I'm on the East.

Those brande new are probably some knock off junk that'll blow up first time you push them hard. Always be careful of the 'good deal' bug. It'll get you every time.

Are the BD Twin kits upgradable? I see they use the same turbo for both, but can you add a larger turbo later on?

The $2800 is a pretty good deal. ad removed If you buy the $2800 turbos, you should also get some bigger sticks. With the 130's you have, you will have no smoke or egt's issues. The BD turbos spool nice but the top end kinda drops off. Mine, the spool-up is slightly slower but the top end is pretty strong. I've pulled a 10k trailer thru the mountains running BD155 injectors, the max egt's was around 1300's. My power at the wheel I'm guessing around 550rwhp mark for that combo.
