Which option to solve problem?

I have a '98 12 valve with 3000 RPM gov springs, 16.5 degree timing, #10 fuel plate, Bosch 370 injectors, II 62/70 PhatShaft turbo, Goerend tranny with triple disc torque converter...

Problem...when lugging the motor in OD the turbo shutters (compressor surge) boost guage goes from 20-45 PSI and truck shakes to beat hell until I let off or drop to D and RPM's seem to completely get rid of the problem.

A few suggestions I've gotten are wrong combo of trubo and injectors and need to replace one and see if it takes care of the problem, but I dont like the replace good parts just to see what happens theory. I've also been suggested to slide the #10 plate all the way forward and replace the overflow spring as I may not be getting enough fuel when I need it most??? Another suggestion was replace fuel filter and clean pre filter.

As this is my first diesel and I bought it this way I'm dealing with a little bit of information overload/lack of knowledge and trying to pick out the BS and look for the real solution.

Any help would be great.
