Only 21psi with comp and boost elbow?

Im also guessing its an intercooler hose.Ive seen 50 psi out of my comp a few times ,mind you it is a drag version so it fuels real hard up top and also ive never seen more than 1250 up there as well on flat ground.You should get close to 40 i would think at around 90 mph. A while ago I took a buddy up a mountain pass to show him what the truck is capable of and we blew an intercooler boot at 40 psi,so Im leaning to that as your problem,but it could be the manifold bolts,turbo clamp etc,whatever.

I tightened all the clamps and bolts, plugs on manifold etc, and noticed the turbo, I see a slight drag mark on the edge of the turbine, looks like it touched, but also, this is what worried me the most....
Is the groove back in there normal, I never remember seeing it, it's about 2-3mm deep, and has a round cross section, kind of rough inside it, doesn't look machined, looks like something ground it in there. After tightening everything still seeing no more than 21 psi. Is my turbo dying?

there's some side to side, not a lot, I'll get a better guess tomorrow, maybe .5mm. Can't tell about the forward to back, are both bad? So about that groove, did I just miss it before? It just doesn't look normal

Some radial play is normal. There is clearances for expansion as well as for the oil to flow. As long as it doesn't contact the sides, you'll be fine. Once oil gets into the bearings, it contains the shaft much more than a dry bearing.

I have the adjustable BD elbow, if the screw is alway the way in, shouldn't there be no air going to the wastegate anyway? I don't know if the BD closes completey or not.

wire that wastegate shut and see if you can get more boost. If you have tried a pressured up test and found no leaks, it has to be the wastegate bypassing all of your exhaust drive pressure disallowing the turbine to produce extra shaft power to compress more than 21 psi worth of air.

Even if you plug the line, if the actuator spring is weak or if the wastegate is stuck open, it will still be open, plug or no plug. That is why I said wire the actuator arm shut, the reason why I know is that my buddies truck had a studder/ shudder at 26 psi due to a fluttering wastegate. He had way more fuel than you so even though the wastegate was open he still had enough drive pressure to build 36 psi boost. In this situation, a weak actuator spring allowed the wastegate to open at 26 psi and cause a funny shudder. In your case, with out lots of fuel, an open wastegate plus a handicapped turbo with a jacked up inducer that probably only works half as well as it did new Could equate to 21 psi boost. I don't know, just makin a point that a plug, while partially eliminating the wastegate, does not fully take it out of the equation.
