Are your 16.5" wheels 8"?
12.5" tires on anything less than 8" could be your problem.
Pics in your galley look like factory wheels?
Maybe problem w/ your custom locking Hubs? Just guessing.

Good points! Kind of what I was feeling as well!
'97DODGERAM' Add a Steering Stabilizer. Should solve problem unless something you missed!

kkrss said it- stabilizers don't cause the wobble, or cure it they control sway and steering response so they will in some cases dampen it a bit but that's not the cause or fix. A suitable single stabilizer will do all that is required even with 33's.
You mention lots of things in the repair list- what about sway bar end links and sway bar bushings, control arm bushings, and steering box output?
The wobble is caused when the front wheels or axle shimmy so follow anything that could allow it to shimmy or cause it to shimmy...
If the steering box output bearings are loose/worn...alignment is off, control arm bushings can be a big part of that. Gotta rebuild my whole front end this summer too.
