Is the hot pipe externally wastegated or does that garrett turbo have a wastegate built in? Many have complianed about low boost and checked and rechecked their wastegate, but have you tried pinching the silicone line that feeds the wastegate actuator to ensure that it isn't opening a little early? I used vice grips and discoved that my actuator was leaking boost and slightly opening the wastegate.
Where in UT? When I'm in Park City, my boost never goes above 29 psi due to high temp and high elevation. Down here in Provo, I can hit 35 psi no problem.

have tried after market boost fittings with small hole in them letting boost psi
out like the one that come in the egde chip
I am now going to take psi reading at each turbo to see how thay are boosting
