It could be anything. You can't just throw in a plate without making sure the everything on the motor is operating properly: fuel pressure, overflow, boost leaks, etc.

Print those directions out and go out and follow them to a tee. The gov lever will play a major role in how your truck acts. If the lever is under the plate it will over fuel the motor. Depending on the plate profile it is possible that the gov arm is riding high enough on the plate causing less fueling. This shouldnt be the case on a 100 plate as it just curves in then goes straight up. The gov arm may be swinging up and hitting another piece inside the pump causing the motor to not achieve full fuel.
1.Basically pull the AFC housing again.
2.Pull the arm that is controlled by the fuel shut off solonoid up, I usually tie a string to this and attach it to the front of the truck to hold it.
3.Work the trottle and observe where the gov arm swings forward and hits the plate. If it is under the plate you need to raise it. The arm should be hitting just above the lower edge of the fuel plate with 100 grind. If the arm needs adjusted follow the directions and picture. It may help to remove the fuel filter for access.
4.Once everything is adjusted reinstall the AFC housing and slide it full forward. Button everything back up and go for a ride. You should be happy with the results.

You might have to back off your plate to about 2/3 position forward just so that the tip of the governer arm doesnt ride under the plate..
If you have the feeling when u take off that the truck is rather boggy, you need to adjust your fuel plate or your governer arm. I have not been able to remove the screws to adjust my governer arm so i just back off the plate all together...
It made a huge difference for me in the way the truck runs, but with the timing an even better difference..
Also pushing the AFC full forward when u do that will help ALOT too.... give it a try u might be surprised..
How loose is your starwheel?
