Low Speed Hesitation

I have something that's been going on with my truck as far back as i can remember and have just dealt with it, but it's really starting to bother me now. If I mat it from a dead stop or if I try to power brake it, it's like it de-powers and i can't get the boost or any RPM's (boost stops at about 15 psi). But after it gets moving (5-10mph), it runs like a scalded ape with the boost up to 32 psi. The original injector pump was replaced about 40k miles ago, but it was doing it even with the original one. The trans (which I don't think has anything to do with it) was replaced last August. But again, it was doing it with the original one. When I first got the truck, (with 6k miles on it) I put the EZ on it and with the new power I was trying to do a few smoke-outs, but couldn't even power brake it. So I took it off just for grins just to make sure it wasn't the new box, and it would do the same thing with nothing on it. The best thing I can compare it to is that it feels kind of like traction control. I'm puzzled about it and don't know which way to go. Any help with this would be greatly appreciated. My sig says everything I've done to the truck. It does have stock injectors and turbo with a j-hook. Thanks again

As far as I know this is the only box which will eliminate it. I have not tried it I just have been reading alot about it lately.

From what it looks like the Smarty has a built in torque management system built in. Would that be a good option? Just don't know much about them. Would I be able to stack it with what I have? Or would I need to take off one of my other boxes? And which one??? Thanks for the input
