Might need bigger sticks too. I think most guys running that turbo are using 200hp injectors or bigger.

if your serious about getting rid of turbo lag... you can inject nitrous into your exhaust manifold on launch or just throw a shot of it in there whenever you want it spooled. U'd have to have way more $$$$ than me to do that though, cuz don't expect that turbo to last very long haha

Sounds like you need to check for boost leaks.

On the bench, you have no TIP at all, so you should actually look for almost DOUBLE the desired pressure. So if you want it to open at 45psi, it should open on the bench at almost 90psi.

This is based on the assumption that TIP is roughly equal to boost pressure, and BOTH are acting to open the WG. Hence, a 2:1 factor in my estimation.

Bench test your stock charger's actuator set for ~20psi and you'll see it takes a LOT more to open it all the way up with just shop air-- almost double.

Pinch the the wastegate hose and see if you can get over 40lbs. If not you definitly have some boost leaks if you do get over 40 shorten your arm length but make sure you still get plenty of gate travel after shortening it.

black smoke certainly isn't a fuel problem, anybody considered that its a 64mm turbo with a 14cm housing and is going to be super laggy no matter what compared to a stock turbo?
