Just don't seem right
I've got everything checked out and set to factory specs.
My timing was right at factory specs, so we didn't fool with it at the moment.
My fuel pressure was way low. The bypass valve, or what we called the regulator was weak and has been fixed. Good fuel pressure now.
At that time, everything was set to stock specs and ran great(for a stosk truck that is). Except for the disabled wastegate.
Then I started playing. Pulled the 8mm plug on the pump, adjusted the star wheel a little over 3/4 forward. Truck pulled great for about a day. not it still runs good but won't pull but about 20 pounds of boost and won't rev over about 2100 RPM. I was getting about 27 pounds of boost and maxing out at 2500 RPM.
Is there anything I need to do or check before I install my #10 plate and 3K governor kit?
My biggest worry is compunding a problem, so I'm trying to make sure the truck is right before I try to modify it.
May be of no surprise but this does have the 175hp pump on it according to the tag.

I'm gonna guess that your meaning the overflow valve here? Well if it was "fixed" by your mechanic just stretching the spring in it that's only a temporary fix as it can fail again.
You need to replace it completely. I will PM you with some more info.

Re:Just don't seem right
No boost leaks, although I did check after reading this. More I think about it though, when it falls off, it feels like I'm letting up on the throttle even if I give it more.
We have replacement springs for the overflow valve. Volvo calls it a fuel pressure regulator. Euclid calls it a fuel regulator. I think every company calls it something different. And the spring was changed. In this case mine now has an IR part number on it.
I guess I'm going to go ahead with the #10 plate and 3K governor kit and see how she does, it may just be it needs a good power upgrade.
