Jammed wastegate?

Jammed wastegate?
my truck was running 48 lbs WOT on the stock turbo with tst valve all the way open, I slid the plate back and got the boost down to 34 lbs WOT. I tightened the tst valve all the way shut and it still ran the same boost. do you think my wastgate is jammed? I cannot get the shaft to move with my hand, but I dont know if your supposed to be able to though. What do yall think? Is there any way to find out if it is jammed?? my guess is that it is.

Are you sure you are geting boost to the WG. Make sure the boost valve is not closed all the way. Dose it change at all if you adjust it? Also check that the person that had it befor (If not bought new) did not block the line. Some times that is done on a stock truck to gain a littl boost but will over boost when turned up.

Sounds like the diophram in the actuater is bad. That would make it over boost. Sounds like you need a new one. It has a realy strong spring so it should be hard to do by hand
