Take your shutoff solenoid off, and wire the arm up that it pulls up on the pump. It may not be getting full fuel right there. If it doesent pull the arm up all the way it can cut the fuel back a lot.

Dont know where a cheap place to get one would be, but that could be part of your problem for sure. Your truck should be smoking pretty hard until the turbo spools. Mine would lay down a pretty good cloud with just a #5 plate. You did LOOSEN the starwheel didnt you? Didnt tighten it by accident? Also, the boost line that goes into the back of the pump should be checked for leaks and stuff. If that boost line has a hole in it, it will cause your truck to be way low on power. The rubber diaphram inside the AFC housing could also be worn out, and not working correctly, which can cause a severe lack of power. These 12 valves are pretty simple for the most part. If something isnt right, it is probably a leak somewhere or an adjustment. Im not saying it is going to take off like jet engine because of a fuel plate, but mine gained a good 100hp which is very very noticeable. let us know how the new throttle linkage does.
