How much boost can be run on a stock 12v engine?

And will 38psi kill the HG?

I can't seem to keep my foot off the skinny pedal.

Its not boost that is the worst on HG's it is cylinder pressure. If you keep it wastegated to control it you won't have as many problems. I think if you add studs you will be perfectly fine up to 55 PSI...

So with my mods I can run at 38 all day?

Displaced Texan says he has run it for 45k miles with no problems...

I just want to make sure its cool before I start getting into this thing...

At 38 your governor arm is to low. I am willing to guess that it comes on real strong after 1500 rpm, and a dog under that.

The plate is in the stock location...

I don't really completely agree with that, there are other variables to factor as well. That could be VERY possible though! AFC position, starwheel, timing, etc... can affect it. If I set my afc and starweel to FF my truck is a DOG because it overfuels, it won't light until 2100rpm or so. If I adjust that stuff right it will come on at 1400ish and completely rip at 1750.

You didn't do anything wrong. Just raise your arm up. I have mine so it boosts to 34 lbs. The turbo will light as soon as I get 10 lbs of boosts which can happen as low as 1200 rpm.

No, with my plate at FF the arm hits about 1/8" above the very bottom of the leading edge of my plate and its transition is very smooth while riding on its face. According to everyone I have talked to that is correct...

It might be. But most likely it is hitting the plate in the wrong spot. If you make to high of an adjustment you lose boost.
