Did you change from stockers to something aftermarket? Or to sports headlights?
IIRC there was a change from plus switched to ground switched some time. (or the other way round)
If you have aftermarket with some LED or Angel eyes etc it could be there..
IMO you should try the following:
Unplug both headlight bulbs and test - Either the high beam indicator works like stock -. You have a funny circuit through one or both filaments seeking ground through your headlight.
Your high beam indicator does the same as before: Check your wiring and the daytime running light module if instsalled.

I agree, it sounds like a DRL (Daytime Running Light) module has failed on you. I have had the same thing happen to my truck. The DRL is a black plastic module in the engine compartment on the drivers fender up by the firewall. It should have a big multi-connector going into it. When you unplug that the high beams will go off, but they will still work, just your high beam indicator will not work. you will need to find a new module.

Make sure your bulbs are the proper 9004, and not 9007. Your connector will physically plug into a 9007 bulb but the wires will be in the wrong order.
