Harder starting

I just tightend my gov springs 2 clicks on each. Idle went up to about 900. It started fine. Then I bumped the idle down to about 550 and it takes a couple of engine cycles to start the truck unless I give it a tad of fuel with the pedal, then it starts fine. Is this normal?

This is normal when idle is set too low. Cummins says set it at 750. Mine starts before the first revolution.

Before I adjusted the gov springs thats where the idle was set and it started fine......

The engine is happier at 750 RPM idle.
