Fuel Pressure when starting?

Fuel Pressure when starting?
Are pressures as they should be?
When I turn on the key the FP goes up to 22 (lp and pusher pump wired in parallel), then it drops back to zero until I start the truck. Idling FP is 20, at 65 mph it's 16.
It's that rise and fall upon turning on the key I don't understand.

Thats normal
When you first cycle the key the LP runs for a few seconds then shuts down to drop the pressure for starting ( I guess they feel its better fot the VP to start with out alot of pressure) once started the LP fires up again.
