Really, looks like a belt drive turbo (centrifugal supercharger) to me...only difference is the gears! That can be done with a belt, but at higher boost, might have some slippage problems! But how much boost are you gonna trust that thing at?
But the thought just hit me to come up with something like that for my friends VW Diesel Pickup

Piers is working on a supercharger/ turbo twins set-up. At idle you have around 5 to 10psi of boost. No laggy turbos spool-up issue. It just will not make as much power at the top due to the power to crank the charger. I've heard someone built a supercharger with a clutch that was set-up to kick out at a determined rpm. They also put a big single turbo for the top end. It sounds good but no one can get it to work right, yet.

I'm living just north of bowling green in Edmonson county. And for all you thinking about supercharging or turbocharging a go kart, just thought I would give you a heads up. On a briggs and stratton engine such as a 5 H.P. you have to put boost in BOTH the carb and fuel tank. It takes a long time and lots of tuning to get it right but it does work.
