The 14cm whether wastegated or not will begin to choke up on you in the upper range. Unless you use a WG to contain boost pressure you'll start having high drive pressures, and higher EGT's.
In my case, at roughly 360 HP my 14cm was too restrictive.
The 16cm has decent spoolup and can have some of the lag (what VERY little there is) tuned out pretty well. Finally the 16cm housing flows almost identically to an 18.5cm housing at the upper ends.
The 16 is a pretty good all around housing for towing, spoolup, and clean boost.

Run the 14cm non wastegated.
The 16cm is going to be a lag dog.
There is not enough benefit from the 16cm housing there @ 350-375hp to justify its presence.
The 14cm will give you quicker spool, along with a decent top end.
If you want a 16cm turbine housing, I would only suggest this for a twinned truck or a truck with an HX40 or larger sized turbo.
Egt's will not be an issue @ 350hp with even a stock charger, so adding a 16cm to a hybrid 35 is overkill.
This is advice for ISB equipped trucks.
