I would bet that the rear axle is just a load axle not driven. It would be a big PITA to make them both drive!
Anybody remember seeing that dodge prototype that had tandem axles? probably like 7-8 years ago? I think they called it the T-rex or something.

I saw one similar on the freeway a week or two back.
It was a work truck, quad-cab, flat bed looked like the bed was 14' long. It was a 2wd, solid front axle, with a seccond non drive, weight carrying axle in the back. It had some sort of out building loaded on the bed.
And it did have a DOT number.

That is only for the novelty and looks though. There are too many disadvantages.
Less mileage
Heavy weight (less hauling capacity)
Extreme frame stress
Less power
I have converted a few trucks to tag axles, would never do it unless one axle would not hold the weight which is not the case on a one ton sized truck. Bigger axle, yes, second axle, no.
