All factory turbos from 94-on are wastegated!! On a 12v, you can make you're own "boost fooler" bo blocking the line going to the wastegate!
On the 24v's, you have to "fool" the computer! Some people have tried doing this cheaply, but the best way is to use a box/downloader to do it for you
BTW, there's no point in blocking them on a stock truck. If you add some fuel, you can block them...but it's better to let them do their job, than block it and blow up a turbo! Also make the turbo more efficient to adjust them higher, but still leave them functional!
