Wheres the best place to get one and do I need the titanium keepers and retainers? Also, would it work out with my pump bein plateless or would I need to put the plate back in? Thanks

I can'nt say its the best but you can get everything you need for this including the instrucktions.

I got mine
off MDW (Micheal) from www.hotroddiesels.com. Really good help, and a very nice guy! The titanium retainers and keepers can be acquired from haisely machinery products, they along with the 60 lb valve springs can be bought in a package deal for 370 dollars i think...
A pump without a fuel plate will pretty much smoke like there is no tomorrow, and there is risk that you will damage the pump internals due to extreme overfueling. I dont remember what will get damaged exactly, but i do know its not the best idea to run a truck plateless.. my primary idea would be that the EGTS would be out of control....
