Also have a friend with a 1999 Dodge and he wants to install a fuel gauge on his too. Will it be the same as my 2002?

Electrical? If so, you can either read pre filter or post filter, but to do either you will need a Banjo Bolt then take out either the banjo bolt coming into your fuel filter housing and replace it with the tapped one or the banjo bolt on the bottom of your fuel filter housing to get the post filter readings. Once you have the tapped banjo you can either use a grease fitting hose or get some fittings and hose and run it to your sending unit.

I have mine tapped into the Vp-44 test port. Picked up a banjo bolt and the pressure switch screwed right into the end of the bolt. It took about 2 min.

Either place mentioned works fine on a 2002, I prefer the bottom of the fuel filter, as it leaves the test port on the VP44 open for just that, testing, good place to hook a temporary guage if you think your permanent one is failing, and leaves the test port open for Dodge to check if you need to take it in.

1999 on the other hand doesn't have the bottom of the filter option,
it does however have two test posts on top of the filter that work great.
One is prefilter and one is post filter.
Rattlinram has posted pics of his dual guage setup a couple times, most likely has a pic of it in his photo album here.
