Kind of an old thread here, I somehow stubbled over it while searching for something else but one suggestion for cheap smoke is to inject raw fuel into your exhaust. While it won't make a black cloud of smoke, with enough fuel it'll be a barely translucent white cloud of smoke. From what I've been told this is how the army makes smoke clouds from their machinery for cover smoke.
