2001 dodge ram 2500 5.9 cummins fuel pressure/ no pedal response

I just purchased a 2001 dodge 24v cummins ext cab shortbed. It has a 6 year old edge juice w/ attitude programmer on it. Raptor lift pump and a new injection pump. What should my fuel pressure read at idle? wide open pressure? It usually stays above 10. I have seen it drop to 8 rarely before. Trucks runs and drives amazing. It did screw up on me on the highway oneday, I was cruising 70mph and stepped on the pedal to pass a car but it didnt respond. Didnt bog down or do anything out of the ordinary. The pedal would just go down to the floor and the truck would remain at the same rpm. Then about 10 seconds later it started working again and has been fine ever since. Check engine light isnt on and never has been on since ive owned it. It has never done it again ever since i changed the fuel filter. (the old one came out in two pieces it was a fram). Any ideas why it did this? Thanks.

Welcome to this site.
The fuel filter answer in on the name! Fram is junk.
The issue you have with the truck is called dead pedal.
common with the injection pump but the APPS can do it too. Retreive the codes. Key on-off-on-off-on and watch the odometer window.

APPS is the throttle possition sensor on a 24 valve motor.
