Sounds weird to me also. I've seen some of these things before, most are nothing more than a resistor. Dont know what this is though, prob the same kind of deal.

looks like he's a feedback bully as well. If you left him positive, you got positive, if you left neutral, you got nothing and if you left a neg he left you a neg too, purely in retaliation. I have done a lot of business on ebay and I HATE 
feedback bullies and blackmailers.
What a scum and yet people still line up to buy his fake product, and are even willing to pay him $7.00 for his stamp and envelope.
