Tractor DATA plate on all Case 480C tractors?

Tractor DATA plate on all Case 480C tractors?
Do all Case 480C tractors have DATA plates? I'm interested in buying one, but the seller says a "Case dealer" said his tractor did NOT come with a DATA plate on it. He said the engine serial number is all they came with.
A friend of mine said the tractor, bucket, ROPS, gannon, and motor should all have their own serial numbers. He also said the tractor should have come with a DATA plate from factory. He said if there's no DATA plate, the tractor could be stolen.
Can anyone help out with this one?
