I've also noticed one of those signs while driving down I-45 in Houston. As a matter of fact, someone has reported my truck to the state for excessive smoke. I was in Lake Jackson and someone wrote down my license plate #....a few days later I get a letter saying my truck has been reported for smoking and I need to take the steps to comply. It kinda ****** me off, but it just made me a little more careful at who I "smoke out."

this is from the clean air texas web site Does this Apply to Diesel Vehicles?
Yes, diesels are affected. The TCEQ is aware that some diesel-powered motor vehicles may emit brief puffs of smoke when first started, or while under a heavy load, such as passing or climbing a steep hill pulling a trailer. However, according to state regulations, no motor vehicle should produce visible exhaust emissions for more than ten consecutive seconds. This law applies to all vehicles, regardless of fuel type. This is what I have been trying to get across to some people for a looooooong time. There is/was one on TDR that thought he "needed" to smoke at least three cars a day. When somebody advised him of the potential problems he basicaly to him to go pound salt. We really need to be careful here guys and gals..........
