I'm sure you've all been waiting at the edge of your seats for this answer but I asked a friend of mine's who's a Trooper and used to work at the DMV prior to that. He said "The Man" gets his $$ when you retitle the vehicle. You can't get a new title without paying the sales tax and only dealers can move a vehicle without retitleing it.
