Visual is not determinate. Run the lawnmower without the filter for a few feet in tough grass to see if there's any difference with/without.

Looks oil soaked to me. What happens is they get restricted and then the vacuum starts to pull oil from the breather. Eventually it gets choked down so bad it won't run.

Every spring I sharpen the blade, change the oil and air filter, and usually throw a fresh plug in. Always starts on the first pull every year.

Every spring it's a new air filter and spark plug, new blade every other year, sharpen it the year it doesn't get replaced. Before the last mow of the fall I change oil and add Stabil to the gas. I don't like to store anything with dirty oil.

I've got a pressure washer that does that if the filter gets too dusty or if it gets water in it...
