Need advice on item purchased, never received...

Hey guys, I need opinions on what I should do.
I bought a used part for my motorcycle off of another forum. It was $35 and I paid him thru paypal. I didn't hear anything from him and 3 weeks later remembered I hadn't seen the item yet. I emailed him and he stated he had shipped out on march 30th. by usps. I stopped in at my local post office and they knew nothing about the package.
I told him this and he replied with a phone number for his "shipper" and wanted ME to call and see what could be done. I called the guy and he confirms tat the item WAS shipped on the 30th, but there was no confirmation requested so no way to track.

What should I do ??

I'm sure that PayPal will give me the money back, but as a rule of thumb...who is responsible ??
I'm not trying to screw anybody, but in HIS defense, what's to say I didn't get it and saiying I didn't.
I just have a problem looking at everything from the other guys side and I just need to know what's normal in this situation. Especially IF he has proof that it was sent. ???????????
And thanks for the responses.

It sounds like it wasn't shipped insured or w/ delivery confirmation. If he opted not to pay for delivery confirmation, I'd say that it's on him. I understand what you're asking but, as a seller, I want to know when an item is delivered and it's worth delivery confirmation to me to get that knowledge.

Bottom line, IMO, is that he's responsible until it's in your hands.

Unfortunately it is the sellers responsibility to either ship it with some type of delivery confirmation, insurance, or best yet, signature confirmation. Any business knows that and that is why so many ship packages with a signature required

Good Luck with that. PayPal sucks. I provided the chat transcripts of where the guy admitted to receiving payment, but refused to deliver the product until I also faxed him credit card details and a scanned copy of my drivers license. This was supposedly to verify who I was, even though it was a paypal verified address. Yeah, I'm going to do that. Paypal's response was to ask him if he had shipped the product. He told them yes. They told me sorry that is all we can do. We hope you are happy with the product. PAYPAL SUCKS. Good luck.

Unless he can give you tracking number that has your info on it , you will get your money back from Paypal, you just need to file a dispute by clicking on the transaction in your account.

If you paid for it with a credit card dispute the charges with your credit card company. I've tried to dispute a transaction through PayPal and all the hoops I had to go through wasn't worth it.
