Where is the property pin in relation to where it is parking? If she/it is truly on public domain try to resolve through the town. There isn't much that you can legally do on your own. But if she is indeed on or partly on your land even if it is an easment you can place a no trespassing sign and call the law. The 15 feet is measured from centerline of the road here in VA. buddy has similar problem solved, neighbor was parkin in his yard. Buddy put up "decorative" post and rail fence witha "rock garden" in the area that was parked in. fence is a statement to the effect of this is mine.....

Only lose it in one area though...... then 'lose more' if it happens again... if it is city ptopert she can complain to the city for her blown tires.

As posted in June, the guy is playing nice and trying to be neighborly. I can tell you that I dumped on my neighbors last November and it didn't work out in my favor. As a matter of fact all it did was ruin the relationship between my son and their two boys, which in hind sight was one of my dumber moves. Haven't waved, said "hi", borrowed sugar or put their dog out and taken care of the pool while the vacationed in almost two years now.
I (in the minority) hope that she either wises up and respects his yard (and, or) he realizes how trivial this really is. I think that one of these will happen when the Bus shows up.
It's fun to think of creative ways to "get back" at her for her general lack of repsect, but really not worth much in the Big Picture.
