It is a close in "last ditch effort" defense system to shoot down incoming missles and aircraft for ships. It sprays out 9,000 RPMs in a "cloud". I was on a destroyer test firing missles at it during the Nam. The system jambed and our missle hit the test ship just forward of the bridge and torn it in half. I found out why they call a destroyer a "tin can". I transferred to a tender after that.
