When I was doing telescope mirrors, you have to start grinding down the glass with finer and finer grit abrasives between 2 pieces of glass and eventually you coat the "tool" with pitch and use a polishing compound to get the final mirror surface.
Basically, you cannot remove a scratch in glass without grinding down the surrounding glass until it is level with the deepest part of the scratch.
You might be able to find a clear material of the same refractive index as the glass and fill in the scratch but I haven't been able to find such a thing. My truck has fine scratches from some idiot removing paint overspray with emery paper.
Time for a new windshield.
