K, they directly cite for 27151 cvc. You can read that in my earlier post.

The top one is 26708 cvc. Obstructed view. Did you have something affixed to your windhield? Radar detector, sticker, gps?

26708. (a) (1) No person shall drive any motor vehicle with any object or material placed, displayed, installed, affixed, or applied upon the windshield or side or rear windows.
(2) No person shall drive any motor vehicle with any object or material placed, displayed, installed, affixed, or applied in or upon the vehicle which obstructs or reduces the driver's clear view through the windshield or side windows.

(3) This subdivision applies to a person driving a motor vehicle with the driver's clear vision through the windshield, or side or rear windows, obstructed by snow or ice.

Middle one is 27600 cvc which is highly vague:
27600. No person shall operate any motor vehicle having three or more wheels, any trailer, or semitrailer unless equipped with fenders, covers, or devices, including flaps or splash aprons, or unless the body of the vehicle or attachments thereto afford adequate protection to effectively minimize the spray or splash of water or mud to the rear of the vehicle and all such equipment or such body or attachments thereto shall be at least as wide as the tire tread. This section does not apply to those vehicles exempt from registration, trailers and semitrailers having an unladen weight of under 1,500 pounds, or any vehicles manufactured and first registered prior to January 1, 1971, having an unladen weight of under 1,500 pounds.

Dunno what's up with the hand written "issuing officer sign off only" part... I have never seen that before. You say you live over 100 miles away right? Call his supervisor aand explain that you are correcting these items but the requirement to commute to see this specific officer is unreasonable. Be polite and professional and they will likely return the courtesy...

That's how it should have been done... Sounds like the guy did not take a shining to you. I hope you have all your old exhaust handy.

If you read the 27150 (exhaust) section I quoted you will see it says "vehicles subject to registration" so if you don't reg you ride here, you don't have to meet the mechanical standards for those sections.

The exception is the sections that deal with DOT regulations like brake lights, turn signal, etc. Those will not say subject to registration, they will say all vehicles operated on the highway.

An example is AZ, they don't require a front plate like CA does. They also have looser window tint rules. No way to be cited for no front plate or limo tint on a foreign vehicle.

Nice idea but:
27153. No motor vehicle shall be operated in a manner resulting in
the escape of excessive smoke, flame, gas, oil, or fuel residue.
The provisions of this section apply to motor vehicles of the
United States or its agencies, to the extent authorized by federal
law.

and
27153.5. (a) No motor vehicle first sold or registered as a new
motor vehicle on or after January 1, 1971, shall discharge into the
atmosphere at elevation of less than 4,000 feet any air contaminant
for a period of more than 10 seconds which is:
(1) As dark or darker in shade as that designated as No. 1 on the
Ringelmann Chart, as published by the United States Bureau of Mines,
or
(2) Of such opacity as to obscure an observer's view to a degree
equal to or greater than does smoke described in paragraph (1) of
this subdivision.
(b) No motor vehicle first sold or registered prior to January 1,
1971, shall discharge into the atmosphere at elevation of less than
4,000 feet any air contaminant for a period of more than 10 seconds
which is:
(1) As dark or darker in shade than that designated as No. 2 on
the Ringelmann Chart, as published by the United States Bureau of
Mines, or
(2) Of such opacity as to obscure an observer's view to a degree
equal to or greater than does smoke described in paragraph (1) of
this subdivision.
(c) The provisions of this section apply to motor vehicles of the
United States or its agencies, to the extent authorized by federal
law.
