I think Hoss is on point with bringing the pups inside. This will solve MOST of the barking issues, however, you still have to figure something out when noone is home except them. They can be trained for that fairly easily.
A couple of my dogs are well mannered in the house on their own but I have one that just don't like being alone in the house and lets us know it. We just let him guard the outside and he is fine.

A little off topic, but my schnauzer stands on the horn whenever I go into a Conveniance store and stays there untill I come back out.
Does this on a regular basis...I think the little bugger actually knows what he is doing!

Shock Collar works best and is also humane... I had a very noisy dog next door... neighbor was very cooperative... applied a collar and problem ceased... the collar is humane 'cause it really doesn't cause pain, just very uncomfortable "jolt"... then doggy makes choice not to bark and doesn't even experience any more "discomfort... Everyone wins!...
