Double the collars. I've seen people put 2 or more on one dog. Another problem is some dogs have really thick fur and need the longer probes. Several big collars, long probes and fence cranked to maximum range will get a bears attention. You can make a horse deal cars with enough voltage!

A hotwire setup on your fence would work fine. We've always had Blue and Red Heelers and we have cattle fence on our property and a devoted heeler, especially the younger, feistier ones, would force their way though the rectangle holes in the fence.

We ran a hotwire around the base of the fence and they got zapped several times. It got to the point where we didnt even need to keep the hotwire plugged in. The dogs just knew to stay at least a foot away from the fence.

My grandparents have the same issue, but their black lab, very strong, manages to jump into the other dogs pens. So they would drive around until they found him. Now we almost have fence around their entire 40 acres, and he has been on a leash the past two years, and cannont run fast enough to get around with out becoming tired.haha
Plus he doesn't come back when whistling for him, the best method is to drive around w/my tuck revving it up.hahaha
Honestly has worked ever time, definitly a dieselhead dog.
