Building a pile driver

I have some property on a Corp of engineers lake and would like to repair and add to the current dock that's there.
I'm not sure what the bottom is like further out but it's pretty rocky near the shore.
Just wondering if anyone has ever built something like this or has ideas as to how I can drive 3" pipe deep enough into the lake bed to support a dock?
I have a barrel barge to work from.

There's a company here in Birmingham that I've seen build piers and walkways on and around small lakes in the area. I've never seen them drive the wooden posts but I did look at their equipment once. It appeared to me they used a Bobcat mini-excavator equipped with a hydraulic vibra-plate in place of the bucket. They brace and cross brace the pier in such a way that as they add decking they just walk the excavator out on the pier and keep moving forward.
