Anyone know anything about gang graffiti?

We have a lot of similar tagging in our area, too.
SUR13 is generally done in blue and shows affiliation with southern California (southsider, or sureno), where Norteno is done in red and indicates northern CA origin- nuestra familia.
SUR13 generally does not have the organzational structure that most people think of in a gang, but local sub-fractions may.
I'm not familiar with the top writing (VODL), but I suspect that might be identifying a subset. Does 513 mean anything in your area? Possibly an area code, or phone prefix?
Anyway, as someone pointed out this is intended to mark territory. Sometimes you will also see a moniker of the author, or even a list of the monikers of the members of the local subset.

PS, It might be worth a call to the local PD next time. Every once in a while someone gets caught, and here the Juvenile Dept can provide some forced labor to remove stuff like that. Doing a report may or may not be a waste of time, but a blotter entry would at least let officers know what's going on.
Also, good move getting that stuff cleaned up right away. Quick cleanup means fewer little gangsta buddies get to see it, makes it less satisfying for the little tagger, and less likely to continue.
