Truck doesn' have power then surges
My friend has a 2002 Dodge Ram 2500 with 24 valve Cummins. He doesn't use the internet, so I said I would do this for him. The issue he has with his truck is it will run maximum 20 mile an hour then surges with normal power. He brought the truck into local mechanic who changed the fuel filters and changed lift pump and charged him $500 plus dollars only to have it running the same exact way. My friend thought it a chip problem, but after reading the forum I am thinking it has something to do with fuel.
Has anyone ever experienced something like this or can anyone help my friend with advice as to what this could be or what to look for? It would be most appreciated. Thanks

I had a 2001 modle 3/4 ton diesel (automatic trans) that did the same thing. I was told it was a chip issue that was not letting the transmission shift out of 1st gear propperly. I ended up trading the truck in before having it repaired so I don't know what had to be done to fix it.
