replaced batteries - now 96 dodge diesel truck won't start
Batteries were dead - would start with a jump, and ends were corroded- so we replaced both batteries. Now the truck turns over very strong, but won't start. Seems like it is not getting fuel, but on the bottom of the filter when I pressed the plunger fuel comes out- so I don't think it is gelled. Is there any kind of shutoff switch? I checked the relays already.

With the key on see if you can pull the shutoff soleniod up and try starting it. If it starts then you might need to replace the starter contacts.

yup, sounds like an issue w/ the shutoff solenoid, it's on the side of the pump towards the rear. turn the key to run, then go lift up on the lever, and it should start then.
it could be the solenoid itself, or it could be one of the relays.

Also check the blue(I think) wire on the drivers side battery. It has a fusible link in it and will cause a problem like that. Try pulling on it and if it stretches then you need to repair it. The relay from what I understand is on the firewall by the master cylinder. There should be two of them side by side. Only one is the relay you want. I don't rermember which is which. Try swapping them and see what happens.

The big relay is the pull-in winding for the shutdown solenoid. The one beside it is for the fuel heater. I agree with MnTom. Check the blue wire that attaches to the positive terminal on the driver side battery. Make sure it got hooked back up.

Mt Tom is steering you straight. The blue wire coming off the + battery post is probably corroded, when you moved things around installing the new battery you might have broke the wire. The blue wire is what feeds the power to the shutdown solenoid relay.
It can be corroded a few inches down the wire under the insulation with little sign up above.
