Sort of hard to help you if you can't jack it up.
You need to get the tire off the ground and give the wheel a spin listening for where the problem is.

Aweful sounds you don't wanna hear !

The squeakers on the front brake pads that tell you when its time to change the pads before you ruin the rotors. Also front U-joints on a 4x4 will squeak when they get dry (out of grease) & you know you gotta change them soon.

You can use the jack that comes with your truck to get it off the ground. That is if there is still one in there.

I have had that same sound but it only seems to come when I its wet out it did it tonight really bad but after driving awhile it pretty much stopped only does it when I am driving and stops when I stop. slower speeds it sound like the sound made by an amusement ride, like a merry go round, that is driven by friction with a tire as the drive, if that makes sense.

i've never heard of a serpentine belt slipping, but if the noise is only when you turn the steering wheel (put a load on the power steering pump), that might be the problem. My other thought is alternator, water pump, power steering pump, or idler bearing...loosen belt and spin bearings by hand to feel/listen for a dry one.

Power steering pump is gear driven on a CTD.
