Fuel pressure? Sluggish top end?

Fuel pressure? Sluggish top end?
Hoping that maybe someone (or multiple someones) can provide some help here before I take my truck back into the shop. I've got a '01 2500 QC 4x4 that I've been having some problems with. I noticed a couple weeks ago that I couldn't hear the transfer pump (lift pump, inline pump, whatever it's actually called) kick in when I cycled the key. The truck was also not responding as well in 4th and 5th gear (it's a 5 spd). I took the truck to Cummins and had them put a new transfer pump on it. I figured that would take care of the problem because it seemed to be fuel related. It didn't. At the same time, I still am not hearing my transfer pump kick on, or cycle, when I turn the key on. I don't have a fuel pressure gauge to check, either.
The problem I've been having, that I referred to earlier, is that when shifting into 4th and 5th gear the truck seems to lag behind and "bog down" before really getting into the gear. You really can't "get on it" with the truck running how it is because when you try to put the pedal down, like accelerating to get up to speed off an on ramp, the truck seems sluggish and almost like I'm shifting prematurely - which I am not.
So I guess my questions are, one, shouldn't I be hearing the transfer pump kick in when I turn the key on? I assume I need to get the truck back into the shop asap to have them figure out if it's working or not. If it is still not working, could that transfer pump be causing the problems I mentioned? Any thoughts, suggestions, experiences, etc. would be much appreciated. Thanks a lot!

Additional
I am also getting a P-Code of 1693. Not sure what the code is referring to as I don't have the reference. Don't know if this could be something that has to do with my problem???

P-1693 is a companion code, it just means a code has been set. If no other codes appear, then you need to have them pulled for you. You can get this done for free at a lot of parts stores, like Auto Zone.
As far as hearing the transfer (lift) pump cycle, yes that is normal. It should cycle for 15-20 seconds if you bump the starter. As far as it causing you to have poor power in 4th and 5th gears, it is unlikely. The culprit of that might be the injection pump itself on its way out. When you get it scanned for codes, hope you don't see P-0216, that means you can kiss your IP goodbye.
If you get other codes, you can check for them here.

Good luck.

Well, I'm not hearing it cycle anymore, so I'm thinking that's a problem in and of its self, even if it's not causing the 4th and 5th gear problem. I am going to take the truck back into Cummins and have them look at the transfer pump to see if it is, in fact, working. I don't know that I ever heard it cycle for 10-15 seconds, though . . . always seemed like it was just 4 or 5 seconds.
I suppose I can run the truck by Auto Zone and have them pull the codes, though I'm sure they can just do all of that at Cummins when I take the truck back. Lets hope that it's not the IP, as I've all ready put 2500.00 in the drivetrain in the last three months.

In Case You Are Curious
The problem with the truck had nothing to do with the transfer pump (lift pump), which I figured was the case. The problem, however, turned out to be the engine's wiring harness . . . which appareently controls everything. My truck was running in "safe mode", which is no boost mode apparently and that's what the lagging problem was. Not that it is a cheap fix, because it's not, but it's a bit cheaper than a VP44. Also just FYI, the folks at Cummins said they've never repaired this problem before, not a medium duty truck, so apparently it's not real common . . . but common enough for me to drop over a grand.
